Available Training/Assistance for VSOs In addition to coordinating military honors for veterans' interments, the WDVA Military Funeral Honors Program can assist with the following: Funeral Honors Training/Certification --- VSOs that desire training for their honors team members should contact the Military Funeral Honors Program at 1-877-944-6667.                                  
                            
Veterans groups who complete the certification program will not only gain updated procedures and information on conducting honors, but will also be certified if their organization desires to apply for the reimbursement of honors. Upon completion of the certification, the VSO and individual members of the honor teams will receive a certificate and funeral honors lapel pin. Assistance at Funerals --- Each WDVA funeral honors office can augment or complement a VSO by providing trained staff in military uniform for the folding of the flag and/or the rifle volley. The program can also assist if a family requests an active-duty service member or a member of a particular branch of service.                                   
                    
Bugler Assistance --- The MFH Program has a pool of military buglers, Bugles Across America (BAA), members and other volunteers. When the MFH Program cannot locate a military bugler coordination is then made with BAA and other volunteers to sound TAPS or use the electronic bugle. If you would like to volunteer to sound TAPS, contact the MFH Program or BAA. Applications for Free Ceremonial Rifles --- The Army provides ceremonial rifles and shipping at no charge to VSOs that apply through their national headquarters. See Information for Turn-in/Issue of Rifles for more information.

Stipend Reimbursement Program for Veterans Service Organizations

Veterans groups that perform honors are eligible under the state program to receive a stipend of up to $50 for expenses incurred while performing honors. To be eligible to receive the stipend:

                                     

The VSO must be a member of the Council on Veterans Programs or sponsored by one of its members. (For joint county or area groups a local individual post designation is needed.)

                                                         
The VSO must have completed and returned a W-9 form (Taxpayer Identification Number (TIN) Verification) to the Wisconsin Department of Veterans Affairs.                                                     
                             
The VSO must not receive any honorarium, donation or ask for payment from the funeral home or family for the honors they are requesting a stipend for.                                                                         
                               
For honors that are not coordinated by the MFH Program the VSO is required to submit a WDVA 2801 form (Veterans Service Organization Request for Reimbursement), which will verify that the veterans group, post or chapter has performed honors on a given date. It is requested that forms be submitted to the MFHP office as soon after honors are performed as possible. All WDVA 2801 forms must be received within 90 days of the service. Forms should be mailed to the address listed on the form or faxed toll-free to 1-866-454-0356.

For honors that are coordinated (veterans organization participates with a military unit), there is no requirement to submit paperwork for the reimbursement. Upon the coordination of honors, the MFH Program will automatically submit the veterans group for the stipend. When the MFH Program coordinates the honors and a veterans organization participates with the Wisconsin Army National Guard in performing the honors, the reimbursement for those honors will be $50.00. The MFH Program is required by statute to first use any federal funds prior to using program funds.                                    
                                   
The VSO is responsible for obtaining both signatures and submitting the WDVA 2801 form, not the funeral director.                                       
                                   
The VSO must list on the WDVA 2801 form the post name and number that is shown on the W9 form, not the association or group the post is part of. Certain disabled veterans and former Prisoners of War (POWs) are eligible to receive waivers of vehicle admission and trail pass fees for State of Wisconsin Parks and Trails.

Disabled Veterans with a 70% or greater, either Permanent or Temporary disability rating
Disabled Veterans determined by the Federal VA to be Totally Disabled due to Individual Unemployability (TDIU)

Download and complete the Disabled Veteran Free State Park/Forest/Trail Pass Application [DNR Form 2500-103] and take it to your County Veterans Service Officer (CVSO) to certify. Do not send medical records to the Wisconsin Department of Natural Resources.The Bureau of Parks and Recreation will mail you an identification card to be presented each time you visit a state park, forest, or recreation area. The park, forest, or recreation area will then issue a courtesy pass for the day. When using state trails requiring a trail pass, carry the identification card with you.

Emergency Grants
The Assistance to Needy Veterans grant program provides limited financial assistance to those in need and who have exhausted all other sources of aid. The grants may be used for specified health care and subsistence needs up to maximum grant limits.                                                      
                        
Maximum Award
There is a lifetime cumulative grant award limit per veteran of $7,500.
Note: Applications for the Assistance to Needy Veterans must be submitted through your local CVSO.
                            

Who Qualifies?

Applicants who demonstrate financial need and have exhausted other forms of aid may qualify, including:                                         

                                                                       

Eligible Veterans

The unremarried surviving spouse and dependent children of an eligible veteran who died in the line of duty while on active duty or inactive duty for training The qualified spouse and dependent children of an activated or deployed military service member, who have suffered or are suffering a loss of income because of the activation or deployment and have experienced an economic emergency, may qualify for assistance. An economic emergency includes:
                                                                                          

Failure of the sole means of transportation Failure of a stove or refrigerator or of heating, electrical or plumbing systems, etc. A medical emergency Severe damage to the primary residence as a result of a natural disaster The applicant must be a resident of Wisconsin. The veteran must meet general eligibility requirements.                                     

                                     

Financial need must be demonstrated through an assessment of current income and the household's liquid assets. The household income limit for this program is set by law at 130% of current federal poverty guidelines. Liquid assets, including checking and savings accounts, stocks, bonds, life insurance policies with a cash value, and funds in retirement accounts, cannot exceed $1,000 in order to be eligible for the health care portion of this program.                                               

                                       

Applicants must have applied for and been denied or determined to be ineligible for all other applicable aid programs, including Unemployment Insurance, Medicaid, Medicare, BadgerCare, federal VA health care, etc.                                  

                                            

For the Aid to Military Families component of this program, the service member must be a member of the U.S. Armed Forces or of the Wisconsin National Guard who has been activated or deployed to serve in the U.S. Armed Forces. The service member must be a resident of Wisconsin. For military family members, federal poverty guidelines do not apply, although a loss of income due to the deployment or activation must be demonstrated.                                      

                          

Health Care Aid

Financial assistance up to the lifetime maximum of $7,500 may be provided to qualified eligible applicants for:                                                 

                                    

Dental care—Restorative care shall not exceed $500 in any consecutive 12 month period except when an upper and lower denture is required and each denture shall not exceed $1,875 in any consecutive 48 month period.
